Nature, Vision, Mission, Goals, and Program
Nature: The Nonoy Librado Development Foundation, Inc. is a non-stock, non-profit civil society organization focusing on labor. It was established in 1993 by individuals and peoples formations who are inspired by the noble work and contributions of the Late Erasto “Nonoy” Librado for the workers of Mindanao. Nonoy Librado served as president of the Bank of Philippine Islands Employees Union for a decade before becoming a full-time labor organizer. Before his death on August 1992, he served as a councilor in the first district of Davao City. He was known as one of the pillars of genuine, nationalist unionism and recognized as a hero upon his death.
NLDF’s mission is to carry out the legacy of Nonoy Librado by providing technical and educational services, and facilitate development for the workers.
Vision: NLDF envisions a society in which workers are free from exploitation, benefit directly from the fruits of their labor and engage in work that nurtures full human development.
Mission: NLDFI’s mission is to provide services and support to workers, workers associations and trade unions towards the building of genuine, nationalist labor movement of the working class and the Filipino people.
To assist workers in building and strengthening unions and other workers associations through educational services.
To help monitor and articulate the labor situation in Mindanao.
To support existing labor campaigns in coordination with other workers and labor advocacy organizations.
To develop networks and linkages with churches, professionals, local government units and international groups to respond to labor-related issues.
To forge partnerships between workers organizations and various industries and with other sectors sympathetic and supportive of the workers situation.

NLDF is a labor institution and it is on its task to implement and deliver concrete services to the workers and workers communities. It is registered with the Security and Exchange Commission (SEC), Department of Social Welfare and Development (DSWD) and duly accredited by the local government unit in Davao City and it’s in the process of accreditation in five provinces in Mindanao. Its office is based in Davao City, Mindanao, Philippines.
As a labor institute, NLDF serves as a labor center of the different union and non-unionize workers for education and training. The responsibility of promoting, facilitating, administering, and coordinating the programs and services of NLDF flows through the basic mechanism of which are: Board of Trustees, Executive Committee, Management Committee, and Area workers/Staff.
